Headwaters RC&D manages projects that address agriculture, forest resource, community development, environmental education, water resource and recreational needs of the region.

The Counties within the Headwaters RC&D area are: Centre, Clinton, Cameron, Clearfield, Jefferson, Elk, Potter and McKean.
