Headwaters RC&D Council seeks to hire a Forester to serve a 15 county region

Summary:
Headwaters RC&D Council, a regional non-profit agency primarily servicing eight counties in northcentral PA, seeks to hire a Forester. The primary function of this position would be outreach, planning, and technical assistance to private landowners throughout a 15 county region of northcentral Pennsylvania. This position will also participate in the review and approval of Forest Management Plans (FMP’s), as well as facilitating and certifying the implementation of those Plans. The focus of these Plans will be practices and processes to sustain oak ecosystems throughout the 15 county focal area. Outreach and promotion of related forest management practices will be another component of this position and will include coordination with multiple partner agencies. Salary is contingent on experience. The Forester will be employed by Headwaters RC&D, but will be assigned to work from a duty station provided and supervised by the USDA NRCS in Dubois, PA. Travel will require use of personal vehicle with mileage paid at the current federal rate.

The Applicant should have the following experience/qualifications:

- At least 4-year degree/equivalent experience in Forestry or related field
- Using forest inventory methods to prepare planning and contract documents
- Developing Forest Management Plans based on landowner and program objectives
- Experience with site layout (boundaries, roads, etc.) utilizing GPS equipment
- Utilizing collected site data to produce project maps

Details:
Headwaters RC&D will offer forestry services through this position to assist the Natural Resources Conservation Service (NRCS) with the planning/implementation of forestry improvements and conservation practices on forested land throughout northcentral Pennsylvania. This individual’s primary focus will be work in support of a recently approved partnership effort; “Sustaining Pennsylvania’s Oak Ecosystems through Partnership in Forest Management” Joint Chiefs’ Landscape Restoration Partnership Project. Daily Supervision and monitoring of work products will be handled through the local NRCS Field Office in Dubois, PA; however, counties covered by the position will include: Warren, McKean, Forest, Elk, Cameron, Potter, Jefferson, Clearfield, Centre, Clinton, Tioga, Bradford, Lycoming, Sullivan, and Wyoming. Counties. Work may entail projects in other counties throughout Pennsylvania. The NRCS workload will be consistent with the goals, policies, and provisions of the Joint Chiefs’ Landscape Restoration Partnership Project mentioned above. In carrying out those work items, the individual will need to develop an understanding of the technical and administrative procedures, computer systems, and coordination with other NRCS Field Offices throughout the project area. In addition, outreach and communication with the potential customer base and partner agencies will be necessary to successfully support this Project.

Duties:

1. Work with the NRCS planners/technicians to identify resource concerns and propose/evaluate solutions
2. Develop preliminary planning maps and supporting documentation
3. Develop and/or evaluate Plans versus program technical requirements
4. Develop and provide outreach to enhance customer participation in the Partnership Project
5. Prepare the following planning and contract documents:

o SILVAH Stand analysis
o Prescription Narratives
o PNDI’s
o Conservation Plans
o Schedule of Operations

6. Layout, inspection, and certification of planned silviculture implementation
7 Work will be split between office work & field work, potentially involving adverse weather conditions or difficult terrain
8. Must have a valid state driver’s license and reliable transportation
